The USA operates a military spy base at RAF Menwith Hill near Harrogate in North Yorkshire. That base listens in on UK telecoms fax and internet traffic and European telecoms fax and internet traffic.
How would Americans feel if GCHQ had a spybase in the USA listening in on all your telecoms, all your faxes and all your internet traffic ?
And how would you feel towards a whistleblower who embarrassed a foreign agency that was snooping on you ?

This is all a historical consequence of America's role as "protector" of Europe during the Cold War, and now during the "War on Terror" - America can no longer afford such a role either financially nor in terms of our impending stature as a second rate world power.

Some of it goes back to WW2, during WW2 at Bletchley park our crypt analysts were decoding Enigma traffic, as part of the military cooperation at the time, American codebreakers (but not Soviet codebreakers) were allowed in to a listening station which had the worlds first operational programmable electronic computers. After WW2 it was deemed necessary to listen in on Soviet military radio traffic, it made sense at the time to cooperate with our American allies and allow you the means to listen in, and at RAF Menwith Hill a station was provided. These days the cold war is over, it's purpose is now unclear, but a mate of mine who was working for BT at the time has been there, the amount of equipment they've got from BT is unreal and they're bugging Britain (and Europe), despite this there's not even been a debate in Parliament about the place.

Personally, I'd be outraged that a foreign government would conduct surveillance operations on American soil. And I would be equally outraged with my own government for allowing it to happen. There is no telling what kind of back door deals exist between our governments but I'd guess your government has realized certain "benefits" from this. I am absolutely positive *some* good has come from this type of monitoring effort. On the other hand, running every citizen of multiple nations thru an NSA filter in the hopes of catching a few is an absurd method designed by bureaucrats intent on building empires. And just how effective are SW based filtering algorithms? The variables with this massive program must be staggering.
